This is the easiest argument in the world to rebut: if you are concerned about this you can create a system by which seniors can defer paying property tax increases until they die or sell their home. The state, unlike you, is immortal and doesn't really care when you actually pay

Yes exactly. The state doesn't actually need the money to get the money. Just the debt, (which can wait until you are literally dead) so they can bond against it.
