Unless strictly controlled and repeatedly disciplined, militaries will act on their own or in their own interest. And the problem that compounds this is that a lot of people are drawn to military service in part because of the societal permission to break the taboo on taking another's life.

It's not that different from a lot of national security positions. A CIA lifer in the 1980s has significantly more in common with a KGB officer than he does with his neighbors. But it's particularly true for the fairly alien and cloistered existence of military men.

I feel like the biggest problems in defense commentary is the assumption that militaries are organic parts or outgrowths of their society. The professional military is, if anything, a semi-domesticated animal at best, lead by people who have never really experienced the civilian world as adults.

Since they couldn't buy MiG-25s from the USSR, the F-14 was the best option for them. The F-15, in the 70s, simply lacked the capabilities that the Iranians wanted.

What Iran needed from the F-14 was a fighter with long range, a powerful radar, and long range missiles. It's easy to forget that Iran is basically the size of all of Western Europe with a very long border with the Soviet Union, and very rugged terrain for most of that border
