They're small and relatively isolated so need a street army to batter the opposition. They know people will resist their austerity, privatisation & removal of rights.

Lowe will say he is talking about the necessary fierce response of the state (his government) because he anticipates protest + rioting by opponents, to his project + to the reach & scale of his plans on mass deportations [far beyond Trump] But this vibe can socialise violence when he fails too
