Without the AI option, smoothness mostly comes from frame rate. If you can, record at 60 or 120 fps, then slow it with the normal Speed control and it stays smooth on a 30 fps timeline. Slowing 24 or 30 fps footage without frame interpolation will always look a bit steppy.

Except I don't have UI cheats 😀 also it came back to Wednesday and I have Spooky day on Saturday. So I came back to the mid of the week 🤷♀️ I have mccc and it's possible to do it there, but I'm simply certain it wasn't any action on my end that caused it. So it somehow happened on its own🫢
