There are opensource modchips that might be worth considering (PSNee). You may already be familiar with this concept: but a lot of mods these days utilize "Quick Solder Boards" which have castellated edges on the PCB that directly solder to target points rather than requiring the use of wires.

I think a modchip is going to be the best choice if you can solder and want to keep cost low. The X-Station ODE is very good, and a worthwhile investment if you really enjoy the console. Unfortunately, I don't think it is compatible with the PSOne. You'll have to buy a dedicated console.
