This is true across a wide variety of benefits, even when eligibility criteria, enrollment processes, and delivery mechanisms differ from one program to another. Combating big overseas fraud operations takes different tools and tactics than combating petty fraud, and often gives better results.

Some of my work the last couple years has involved equipping policy advocates and benefits administrators with shared context to discuss fraud, since so many legislators (even well meaning ones) think the issue is petty fraudsters or local fraud networks when in reality it's mostly big scam farms.
