This is very odd. Someone is spoofing ADSB in New Orleans; given the callsign of 159FW (though it does keep changing) it's probably someone with the 159th Fighter Wing which is based at JRB Belle Chasse, KNBG. Other callsigns I've seen cycle through are OZOZ and WWOZ which is a radio station here

This automated account uses ADS-B data to log all detectable aircraft flying in or out of the US naval base and detention camp at Guantánamo Bay, Cuba. Guantánamo Bay is a large navy facility and most flights are likely to be routine cargo and troop transports, not transport of detained people.
