I sometimes like to consider that the measurement problem is connected to the question of consciousness, but in terms of defining some kind of pre-conscious concept, such as in Whitehead's "prehension" or Gendlin's "occurring into implying". These might give us an idea of what an observer is.

That's a great article. Just read it. I've been meaning to read more of Bell. He advocates for hidden variables or spontaneous collapse as long as they can be made to work with relativity. Interesting that he puts "information" as another concept like "measurement" that's bad for fundamental theory.
