Mount the warheads in dropable casings? MQ-20C Avenger could carry up to 6,500lbs (2,900Kg) on external hardpoints. M454 w/o fuze is 46kg. Figure another 10kg for fuze and aerodymic casing... That's a lot of hate. Add a rocket motor and maybe a glide-wings apparatus...
