I very much like the saying "a Parliament of owls" although I have never spotted a Parliament of owls, the most I've ever seen is a pair of stoic earless frog mouths perched in a gumtree beside an inlet. It also implies a certain wisdom attached to parliamentarians which is clearly an oxymoron.
