and the best doctors still won't be allowed to order the tests and drugs that work bc they cost too much relative to the expected benefit to the average person

It will be a system-wide triage. Emergencies first. If you have a health issue you will wait for care unless it becomes an emergency. But even with that, it makes more sense than what we have now. Even people with “really good” insurance still pay OOP.

again, I am not arguing with "will it be worth it" I would rather not do it but I am willing to go along with it but I think you are vastly off base if you think people will be okay with triage and waiting for care. they're going to feel personally insulted and offended

right now, the health care people get is provided to the people who get it there isn't a warehouse full of doctors and nurses sitting around idle if we expand the pool of who is covered and distribute care more equitable, we will in fact have to triage care people currently get
