The conditions match a good chunk of the UN Convention On Genocide except for being able to prove intent. I personally don't think genocide is the correct term, though it isn't as far off as a lot of Israel's supporters would like it to be.

Most of the US is not near PR. So it's not needed to speak Spanish. You could make a better argument for Americans speaking native Hawaiian or Sioux. That we, mostly, are not multilingual, has to do with usefulness, not intelligence.
