  [This is like not a good PR] Scott: tbh I haven't had a chance to read this. I'll echo Jeff's comments. I was completely against it at first. The more I look at it, I discovered the only thing that's restricting these from being 5-6 unit apartments is the scoping provision.

  Maddening to hear because they assigned me the task of researching this in California. I did all of the work and documented it in far more detail than you ever find in code development. I got three independent estimates, one of which came from the federal government! docs.google.com/document/d/1...
