That is correct, but that is why it takes so long so at least a certain margin of legality can be used. In this case the nationalist-populist side is simply disobeying the law and trying to sell themselves as victims of the 'regime'.

This is something that's going to be a real problem in US politics after Trump is gone. How do you reverse the damage to institutions he's done without falling into the same trap? Perhaps the first step is naming it clearly, but that requires a lot of trust with a lot of competing publics.
