OMG. Apparently former chief Barnes told Rivera they didn't hire for these two positions because of a hiring freeze. From my reporting on this, that is NOT correct.

They're now talking about the need for a DEI position and a position that involves recruiting women that SPD has chosen repeatedly not to fill. Despite the fact that this has been SPD's own decision, they're blaming it on the mayor and her budget.

Explanatory aside: One of the reasons Juarez didn't run for reelection was people showing up at her home to protest her. A lot of people who pay close attention to the council were surprised she returned again, almost right away, via appointment to replace Cathy Moore.
