i think that the federation is generally open-minded (laudatory) but also sometimes open-minded (derogatory). "oh the robot wants to join starfleet? sure, give him a uniform! oh, this other guy thinks robots aren't legally people? hmm let's hear him out!"

this would be dumb in any rational universe but honestly this is the same society that lets holodecks keep operating even after it's been shown they somtimes spawn sentient beings by mistake bc they're like "huh, interesting"
