Ditto {whispering} circuit off, gloves, etc. Stick the needle nose pliers tip in between the bulb-base metal & the socket & bend a bit of metal toward the center. then you can grip the bulb metal better to turn it & unscrew. We're revealing how old we are 🤭

I've done this one! Needle-nose pliers can be your friend here (along with the aforementioned gloves and circuit breaker). Sometimes you can spread the tips of the pliers far enough apart to put enough pressure on the inside of the bulb cap that you can unscrew it from the inside.
