I should be clearer: In CA we did cost-effectively reduce per capita building sector kWh and GHGs (cf Rosenfeld Curve), but absolute consumption — and profits — continue to grow as markets keep adding new demand for the resources we “saved” (Jevons Paradox). CDR has to deal with this too
