Could you also add a $cost mode? If a bus/streetcar costs $X per hour, then these delays cost $Y. i.e. if the total trip times goes up by x3, then you need x3 more streetcars/busses to meet the headway targets, so x3 the cost. Let's prove TSP leads to lower taxes!
