Judge Reyes is now issuing a bench order (she's reading iit) in which she starts by noting she has made a finding of bad faith in this case. She is issuing a preservation order requiring DOJ and DOI to preserve all documents related to this litigation.

Reyes is questioning how a lawyer can say the plan to present to Capital Planning Commission today has been in the work for "weeks" and yet there was no mention of that by anyone on Oct. 19, in a long hearing about whether there was a plan to revamp the course.
