Like Fontaine says in one of the audio diaries of Bioshock 1: "These sad saps. They come to Rapture thinking they're gonna be captains of industry, but they all forget that somebody's gotta scrub the toilets." A society built solely on individualism is not going to go very far.

Sure, you have the class divide and racist, ultra religious society of Columbia, but the thing with Columbia is that its inspiration is the World's Columbian Exposition of 1893. And because of that it feels less like an actual city and more like a post apocalyptic 19th century World's Fair.

A bit of a hot take. In the Bioshock series Rapture works better than Columbia because Rapture (intentionally or not) was doomed from the start. Superpower drugs or not, getting a bunch of objetivists locked in a city at the bottom of the ocean was always going to end in a massive disaster.
