This is advice that doesn't answer your question, but... I'd avoid that problem by just having it forward somewhere else (in case the ISP needs to tell your something), and never giving it to anybody else. Don't let your ability to switch ISPs to be complicated by depending on an email address.

For my account with Shaw, I don't even have a shaw email address, it's just set up to send everything to my ISP-agnostic email. (Now, this may be good advice for your situation, but in case it is, there it is, and ignore otherwise).

As a longtime election worker, I can tell you that we already do that. It's even mentioned in the article that this has been the law for a while. DOJ is just trying to shake people up right now, but election workers aren't easily shook.
