Woodward says there is no final plan as of right now. Woodward: I have endeavored to answer all of the court's questions within the confines of the APA. Reyes: Are you done? Can you answer my question now? Asks again about POTUS/DOI/Fazio Woodward: The record doesn't reflect that.

This is very unhelpful. DOJ's Woodward is refusing to answer what Trump's TS post meant, veers off into quoting from the ABA about final agency action. Says this plan has not been finalized. Woodward is getting pissy again.

We're back to arguing over intent. Reyes wants to know if Turmp and Burgum have discussed this. Woodward doesn't know. Woodward: Under the APA, nothing represents a "plan" to renovate EPGC. Reyes: I'm asking as a matter of fact. Have POTUS and DOI w/Fazio come up with plan as of 10/18?
