It's a folks splurging on something fun thing, not a rich people one. You can get 12ft skeletons and other similar decor for around a hundred bucks. And most places that are very heavily decorated built up their collection over the years.

Serious answer: it's evolutionary psychology. Being scared by something that can't hurt them is a way people and animals learn to deal with real threats, so there's a survival advantage to wanting to seek out those situations.
