I've watched plenty of people argue on this site that having a physical body and a continuous existence is Crucially Important to being a people, criteria which would neatly separate Data and The Doctor

Right, because only now are the EMHs starting to realize their lot in life. I would say this is maybe a point against Measure of a Man, which only established that Data was not the property of Starfleet, but didn't elaborate more on the rights of beings like Data, despite Picard's arguments.
