What you're talking about is ending qualified immunity, allowing Federal agents and local police to be sued directly for violent crimes and property crimes committed on the job. Also known as a key demand of the BLM protests that Dems have spent the last 6 years telling us will never, ever happen.

After observers lawfully filmed ICE in a public parking lot, the agents followed their car, boxed them in, and slashed their tire in retaliation. The observers bravely caught the whole thing on video.
