Not a lawyer (obviously) so can't say anything definitive about legal aspects, BUT a lack of clarity around these things can get in the way of how other people can use materials. I've been contacted a few times in the past by people asking permission to re-use my stuff, as there was no license

Fully agreed. We've just looked deeper into licenses for our data to be published soon and been told that legally speaking, it makes little difference unfortunately (does not mean it does not help in many other important ways of course).
