Feel like maybe you're confusing the threats of escalation (bridges, power plants, etc) with hitting civilian targets in general, which they've definitely been doing since the beginning and never stopped: "On March 7,... a desalination plant on Qeshm Island in southern Iran was attacked by the U.S."

When did they ever *stop* hitting civilian targets? The war opened with blowing up 168 schoolgirls and they've been explicitly targeting civilian infrastructure ever since.
