I know today is All Saints and tomorrow is All Souls in some traditions. Still, this should be done by individual believers or congregations and not be some civic pronouncement by a government that is supposed to NOT put its thumb on the scale of favoring any religion

If we are going to do a religious holiday today, it is All Saints' Day (In my Protestant tradition, this is the Sunday we remember those who have gone before us, especially those who passed in the previous year, since we don't really do "official" saints like in Catholicism)
