That probably doesn't apply to bishops or most Cardinals, might have applied to Leo's last pre-Papacy post. The difference I see is between the Church, which is not a secular jurisdiction, and the Vatican City-State, which is.

I am by no means sovereign of a foreign state, but I am eligible to vote in both the USA and Canada. I don't vote in Canada though, because I intend never to live there again; I don't think it's appropriate for me to participate in choosing a government I'll never live under. YMMV, Pope.
