The only true solution is less cars, but that's never going to happen. So the next best solution is physical protection, but since the province has screwed that, the next is getting belligerency off the road and engineering within the limits of the law. To which we are failing. It's truly lawless.

The best solutions are highly reliable because they do not depend on human behavior to work. A bollard stops a car whether a driver is focused, drunk or distracted.
