the Metro from National is even more convenient for a lot of folks, but it does mean I have to transfer at Rosslyn. Hot take: the Silver Line should run from IAD to DCA directly with a transfer at Rosslyn for folks that need to connect to Amtrak at Union Station or Alexandria King Street

It's basically the same as the "subject to the jurisdiction thereof" piece of the 14th Amendment, imo. "Are you totally exempt from any obligation whatsoever to us under international law?" is the minimum bar and it's only a conversation because he meets it
