Yeah, in practical terms he's not a state leader in the same way Burnham or Xi is, but for all official purposes the US treats Vatican City as a foreign state, with an embassy and everything, so I'd be wary of setting the precedent that someplace with that status is nonetheless not a "real" country.

Paine had even been present for the trial and cast a vote on the guilt of Louis XVI (though he voted against Louis’ execution, which ended up later proving very bad for Paine’s personal liberty & safety)

Thomas Paine was not allowed to vote in New York State in 1806 because it was determined he had forfeit his United States citizenship by winning & taking a seat in the French National Convention 1792–93 New Rochelle, NY ceremonially “restored” Paine’s citizenship in 1945
