What happened instead is that the riffraff formed the very wrong idea that anyond who matters gives a shit about their opinion. So now, nobody does anything that sounds like asking the public for permission to do things all the lads agree are vitally necessary, like cuts or massive arming up.

That mostly happened because everyone thought Tony could charm the birds down out of the trees, so surely he wouldn’t struggle to sell a war. It was meant to be an exercise in convincing the public, talking them through the decisions to the right conclusions. But that’s not what happened, is it.
