There are a couple reasons Judge Reyes would want to appoint a special master for the misconduct inquiry. (1) She has other stuff to do, including in this case. (2) It provides a buffer for claims of bias from either party. (3) Getting an outside opinion is helpful.

Judge Reyes says if the parties do not consent, she will conduct the inquiry herself. She says she has not made a judicial finding as to whether misconduct occurred, the investigation will determine that.

It would not surprise me if DOJ files another recusal motion after this. Or one of those silly judicial complaints to the chief judge that go no where, but seem to make Trump happy.
