I think it’s more intentional on the churches’ part and more about control of children than adult comfort on the night itself (nothing kids do is fun or comfortable for parents), but otherwise yes.

Yes, but this is even worse! It isn’t unsafe for kids to go up to their neighbors houses, it never has been and it isn’t now. It’s completely unfounded antisocial paranoia and this sort of thinking has been very destructive to community and to the healthy social lives of children.
