This is a flaw inherent not in proportional representation but in electing the entire body from a single countrywide district, as pretty much anyone who studies these things seriously could tell you.

Failing to form a government is a parliamentary problem, not a proportional representation problem. Moreover, Israel is an extreme outlier case, which is primarily about none of the Jewish parties being willing to partner with the 19 Arab seats. Hope that helps, Tom.
