Reyes: Court must enter a preservation order here. Other litigation holds may not be sufficient. She believes DOI and NPS officials may not understand their duty to preserve the federal record. She's reading from her opinion on preservation.

We're moving on to the preservation argument. Reyes: The court trusted it but did not verify it. No longer. The court has made a finding of bad faith. The court had already found DOI official not to be credible in sworn testimony.
