I'm not saying the obviously correct thing to do is provide all students with LLMs. I'm saying dealing with the inequality created by this is complicated, and I appreciate that there is no single obvious answer.

Your first point is exactly the issue. If some students are going to use it no matter what, and there is nothing you can do to stop them, then you are creating a more unequal system whereby poorer students are at a greater disadvantage.
