It’s absolutely possible that there is a population that is uniformly not responding to polls in a way that public polls cannot solve by re-weighing the numbers and private pollsters cannot detect via swaths the voter file not responding. It’s just interesting and harder to think through that.

Yes. It's just a classic distant blockade, but I'm sure some defense tech CEO will declare it never-before-seen innovation and disruption to sell robot boats or something.
