There's a big technical literature in bubbles. We.csn create asset market bubbles in laboratory conditions. It can be hard to tell if a given situation in the world *is* a bubble, but the *concept* is well defined.

Also, I just want to note that the scenario he is describing is not a bubble! Bubble is a specific technical term! It doesn't mean "overvalued"!
