Judge Reyes says if the parties do not consent, she will conduct the inquiry herself. She says she has not made a judicial finding as to whether misconduct occurred, the investigation will determine that.

For our non-lawgeek friends, a "special master" is a judicially-appointed officer with specific powers derived from the appointment. This would be by consent of the parties. Judge Reyes is identifying statements that she believes were false or made to mislead the court.
