For the same reason we don't have a universal healthcare system. For the same reason the 'labor class' regardless of where you fall within that spectrum ENDLESSLY supports and enriches the multi-millionaire/ billionaire owner-class through continuous purposeful debt-slavery. That's the system.

There is a super simple solution: Take away Congress member's ability to participate in the Federal Employees' Retirement System (FERS) and make them rely on Social Security when they retire. BOOM! Problem solved.

If you listen to the Planet Money podcast, they evaluate all kinds of Social Security tweaks that would keep it solvent. IMO greatly raising or removing the ~&185K salary cap would be key.
