The comic is based on a radio show that predates Archie,* but they're occupying a similar market slot, for sure. Archie himself is a knockoff of Andy Hardy, but by the time DC started publishing A DATE WITH JUDY was probably the market leader in teen humor comics.

it's a contraction. "I have seen" became "I've seen" became "I seen". It's very common in black american english. Speaking with a regional dialect is not an indication of a lack of intelligence, and demanding someone erase where they're from out of their speech is kind of cruel.
