Yes, it does, for example in my country, Poland, we had like 30 parties in first free elections in 1991 (no threshold). Since 1993 we have 5% rule and over time we stabilised number of parties in parliament to 5-6 maximum

I mean, you'd probably arrange things into a broad center-left and center-right coalition. The reason it struggles in Israel is because even the opposition is against sitting with the Arab parties in government, but most places aren't going to have that dynamic.
