Well, that isn't what imposing means. That's unconditional surrender. Imposing means forcing a solution on a party which they would not freely accept using coercive means

If your definition is that choice can play no role then almost no state in history has ever been subject to imposition. Germany's decision to surrender in 1945 was also a choice. They did not literally fight to the last man. But we distinguish between free choice and choices made under coercion

The sanctions have not stopped that. The hundreds of billions in direct military aid has done that.

Even if western countries won't trade with them, they could tap up India - where public opinion is plurality pro-Israel - Russia - Netanyahu is close to Putin - or China. It limits their options, but doesn't close them off entirely.
