I just don’t think the California constitution needs new limits on taxation authority

I actually think if the industry got much larger you’d eventually see an expansion of domestic suppliers? I think that’s basically everyone’s experience?

Im not saying we can’t import. Im saying as we import and expand eventually people will build factories and supply here given the market size. The USA is large enough that it would require a major expansion in foreign capacity if the usa were serious about rail expansion.

oh I should add that buy america fails to create a unified market because states often include "buy in x" clauses. This seems to have worked out ok for NYS because it so dominates the USA rolling stock purchase market, but is a disastrous elsewhere.

The various Buy America statutes don't even work as industrial policy as they don't apply universally to rolling stock purchases, don't attempt to set any sort of technology transfer process, and don't attempt to create situation for long term low cost construction within the USA.
