The whole concept of a licensing market here is an opportunity to make up dollar amounts. I am pro scraping, but one of the worst things in scraping law rn is sites unilaterally imposing so-called contract terms (that become CFAA, 1201, etc.). It’s no better when that runs in scrapers’ favor.
