That is partly because they will have had more timely data on tax receipts, and that is the most important info on how much tax is coming in this year. The forecast for the economy in future years then tells them how much those receipts might grow by.

I think you are totally right that if they had the more recent data real GDP growth would have been higher this year. But I don't think that would make a huge difference to their judgement on the medium term fiscal position, which is really what an OBR forecast should be designed to judge well.
